The financier acquired a more modest island - Little St James - back in the late 1990s, but subsequently obtained the larger Great St James in the year 2016 for around $22.5 million.
This visual evidence suggest he had created plans to build upon the substantial island by building residences, an open-air theater, an underwater office and a swimming pool.
You can see the plan is Pillsbury Sound, a marine passage in the region, noted on the south-eastern section.
The architectural drawing is marked up in handwritten red notes and includes a key identifying different sections of the estate.
Accompanying the main plan are what appear to be nine other construction diagrams and construction drawings, including designs for boat shelters.
